If the act is committed by one person, i don't see why it would except in cases of delusion from perspective. If the act is committed by three people, then, yes, it would be on the other pole, since you would have successfully wrapped the band around the Earth by stretching it from three sides (assuming these poles surpass the Earth's atmosphere).

Also, an elastic band that stretches infinitely wouldn't require poles that can never be uprooted, since the band wouldn't (shouldn't) have any significant retraction. After all, if such poles were required, then the same capability would be required for the entity doing the pulling. Therefore it could be said the band is not capable of being infinitely expanded and therefore could never be transferred onto the other pole.

I'm confused, by "transferred to the other pole" do you mean that the band will magically tie itself to the other pole, or that you reach the other pole from travelling around the world, then tie the band to the other pole? Because the first isn't possible, the second is theoretically possible with an infinitely elastic AND incredibly durable band AND assuming you have a reliable method of traversing the surface of the planet around a circumference.

EDIT: also assuming you travel in the opposite direction from the other pole, you could quite easily hook it around the other pole, then travel around the planet.
