It is blatantly wrong. These things sometimes happen when text is translated into other languages. The accepted name for the tool is a chisel.
Nobody calls a chisel a chipper, go to Google and do an image search. You'll get pages and pages of wood chipping machines, golf clubs, baseball players and even pets. What you won't get is a chisel. Ditto for Wikipedia.
