Getting Started

One of my friends and I are thinking of creating a game with the HPL1 engine but we cant seem to figure out the tools we need to start with as the engine does nothing on its own. We would like to use this but we can resort to Ogre3D if need be. So would anyone be able to help me out?

Currently the only documentation available is the actual source code and the Penumbra Overture source code. Reading through the source code will give an overview of how the engine works and it's capabilities. also there are a few simplified tests in the HPL1Engine source code.

Are their currently any tools or will I have to reverse engineer Penumbra to turn it into a new game by basically turning it into a TC mod?
