Creating the mesh and animating it will take you double that given time (So 5 years). Modelling is basically making the mesh.

No.
Imagine it taking 5 years for every modeler to create their first monster. You wouldn't see a lot of monsters around in that case.
Practising and learning is what takes time. But it wouldn't take more than half a year to get reasonably good at it. After that you can spend a couple of weeks on doing it, and you'll have a decent monster.

Took me about 3 weeks untill I made my first character model when I started of, so not it really shouldn't take that long.

(I am now on my computer)I don't like applying for student license because there are schools where i am not in it. I am on school de lans, a special education school(Special education sucks btw)

WHen applying for student licenses you can select ''Home Schooled'' they don't really care or check that you go to any schools, they just want to make sure you can't make any money from the student verision.

Secondly if you're lazy enough to have us do it for you, atleast specify the software you want?
