In XML, quotation marks within the element context is perfectly fine. I haven't really gotten a confirmation on which .lang file ConfigFiles:Big GrinefaultGameLanguage points to, let alone if the game can even find that file. If you really want to trouble shoot your issues, you should consider one of the basic steps to troubleshooting in Amnesia: refer to your hpl.log for your (full conversion) story.
