I think Jens is right. I found at intel another driver for Windows 7 x64, at least try this with the have disk method(maybe these older HD cards use different drivers):

These are called Intel® Graphics Media Accelerator Driver.

Ha, Ha I knew it!!!
All Intel HD cards should be capable of Amnesia.
So these older ones use different drivers. I should add this to my guides.
Anyway, have fun playing the game!
