It's quite obvious that it is not the init file. If you launch Amnesia through Steam with the launch option config/ptest_main_init.cfg, the exact same game will start (Justine), but the Custom Stories button is now visible. I think doing this also allows you to save the game and bypass all the other things included in the "ARG stuff."
