area_fog.ps should do nicely. make sure to color it blue, fix the fade distances, and play with the alpha values if its too visible. Fog should be very faint

You should totally have a sexy mist just above the water level. Either use the ps_mist_water or use a fogarea right above the water level. It'd look swell.

The place where the light hits the water should maybe be a little more lit that the rest, and then the ceiling beside the hole looks like it is lit up bu the light, but it isn't being hit by any lightray. It should probably be a little darker

Well yeah that's what spotlights are for. Besides not having to worry about shadows makes them just that much easier to use.
