[SPOILER] Scans stored on a Cortex Chip do not die when the chip loses power
Technically, Simon-2 never actually dies, regardless the choice in the game! Draining his power cell will only put him into some sort of stasis, and when the cell is recharged or replaced with a new one he will wake up!
It works just like unplugging and then plugging the Omnitool with Catherine into a console, she does not die, but the time passes instantly for her, with gaps during the times she was unplugged. The same goes for all scans that were stored on a Cortex Chip. The chips do not need permanent power to store that information. They are not volatile memory (like RAM), but permanent memory (rather like a HDD / flash drive)!
The same happens for Simon-2! When he will be given a new power cell, he will wake up with the perception that he went from the moment his cell was drained directly to the moment when he is "reactivated"!

This thought has occurred to me as well. Catherine could be fibbing to make Simon-3 feel better about pulling the plug. That or it's simply a factual error that FG made for storytelling-sake.

Also Simon-2 is probably just like simon-3, a headless dead corpse inside a suit with a helmet. If you leave it to rot there will probably be not much to save.

my view is that if WAU gains entry to omicron (inevitable now that quarantine is down) it will turn Simon-2 back on eventually. Who knows how long.

Or arguably, every time you unplug the omni-tool, Catherine -does- die, at least by certain definitions of death. It's just that Catherine's point of view on such metaphysical matters is such that she really just isn't bothered by it (partly leading up to why she didn't seem to be too crazy having been loaded into a robotic body).

Debatable, we don't know the flesh-preserving capabilities of the gel. the Discobal is walking naked under water for awhile and looking pretty fresh.

Simon-2 is held together with structure gel.
But structure gel solidifies if it doesn't have a continuous current applied to it (it can hold a charge for a while, but then runs down and goes solid).
I haven't seen any mention of applying current to already solid structure gel reversing the process to liquidize it.
So if Simon-2 is left without power for long enough, he probably won't be coming back, even if the cortex chip is non volatile.

I mean if that were the case, Simon's body certainly wouldn't come back but someone could stuff the chip into another robotic or pseudo-organic body and revive him. Who would do that is certainly up for debate but it seems possible.
The primary component IS the chip. I know that it's said that Simon is able to function so well because he is a kind of zombie cyborg (dead human + spare robotic parts), but that doesn't mean he can't continue to exist to some extent in other forms.
