It could work, but in 90% of the time said project will never get started or die. Its just not smart to start so advanced, its better to start making something, then its easier to get people to join up. when you have a base, so to speak.
Ive seen hundres, if not more, cool awesome maps / mods you name it die, because they wanted to start to advanced instead of building something, with the skills you got, and improving from their.
Even more so when its random people, when its people who know each other close other the internet for years of in real life, well then its ofcourse another matter
