You can turn 360 degrees, all around. You would have your normal reflexes to do it with normal vision as long as it is calibrated right. So the question is, how fast can you turn your head without hurting yourself?

Maybe you could change the sensitivity of the goggles. It wouldn't be fun to have it too high and make a slight movement of your head and spin around wildly in the game though.

Ideally the character turns the head same amount. Obviously.
That device also need to manage head turning so that it does
not go out of synch with your actual head. Turning chair should
not be considered as turning head, even though it probably will
be before the technology becomes way more advanced.
