Solved: 9 Years, 7 Months, 4 Weeks ago I believe the stuttering is caused by the Vsync option

Now, whenever I disable vsync, the fps is at 60fps constant, and never goes over. However, when I enable it, it cuts to 30.

I'm starting to get the feeling that it's a bug with vsync. I just reinstalled Windows 7 and this was the first game I tried.
