I think you need this under your resources:

<RESOURCES>
<Directory Path="fonts/eng" />
<Directory Path="lang/eng" />
</RESOURCES>

Edit:
Actually in the original base_english all it has is <RESOURCES /> so try

<LANGUAGE>
<RESOURCES />
<CATEGORY Name="Global">

just that
