Sure did...

Turns out Aero is the big bad bug... I'm willing to bet this works on a few more PC's than my own...

Confirmed. I had this same problem with a Radeon HD 2900, and disabling Aero fixes this perfectly.

Alternatively you can right click the shortcut to the game, go to compatability and click "disable theme visuals" and "disable desktop composition". This way you can keep Aero on and it will disable it only while running one of the Penumbra games.
