Wire fences can be done by 2 steps.
1: Make a plane and add a fence materials to it, Very easy to make (Add some pillars between it for realistic basis strcture)
2: Download the mod Amnesia Hill, it has custom fences with basis structure attached (small pillars)
For a dead dog, you can make the dog a static object in the modeleditor?
Then it won't move.

I remember seeing a playthrough of Amnesia and I saw a dead dog that you could pick up and throw around etc.
