Solved: 8 Years, 8 Months, 4 Weeks ago Strange graphics problem, maybe textures?

I have no idea what is going on with this. but when i start up the game, even after editing all my options and stuff, i get this. and even after starting the game. the problem still remains. any help? i really want to play this game.
