The game has no slowdown in the menu right?

Try setting PhysicsAccuracy="0" in settings.cfg and see if that helps anything. The physics might get very buggy but we can check if that is where the problem lies.

Also, if you go into a room, get the slowdown and then leave the room, is the slowdown still there?
