No they did not. When I downloaded the Hpl level editor, i noticed that the lights did not work. So I downloaded it two more times (from the same link) and got the same result...

The link was from the Frictional games wiki.

So the ligths did not work before and they do not work now... Sad
Yes, they work in game, but not in the editor.
