Stuttering, Small freezes and framerate Issues

A bit odd when some people with powerful setups are having severe performance issues while someone with a weaker setup (like me) can run the game at a solid 20-60FPS on 1024x768 (I rarely get that).

My setup, btw:
AMD Athlon X2 II 250 (3.0GHZ, dual-core)
Nvidia GeForce 9500GT DDR2 1GB
2GB DDR3 RAM (either 1066MHZ or 1333MHZ, PC can't detect properly)

It could also be caused by certain "features", but I don't know. It runs fine here, and it's weird considering my weaker PC.
