It does. True sarcasm is hard to detect even in real life; saying the opposite of what you mean in a highly inflected voice is only one form of it. While it can indeed be effective to go about it like that, there is so much more to it. It is an art and as in all arts subtlety is more often than not welcome, and it certainly is in this case because it is even funnier when the other person isn't in on the joke.
