A flashback file is simply a text configuration file, no different than the .cfg, .lang or .snt files; it will open nicely in notepad++. You can copy one used in game, open the new one in notepad and replace the information.
If you're referring to the actual sound files, they can be converted from any sound format to an ogg vorbis (.ogg file) through the use of my favorite free sound editor, Audacity.
