Do you have a static model that you want to enable physics for?, or are you talking about the creation of new models/static_objects/entities in general?

Use Maya, 3ds max or blender to create your model and the 2d application of your choice for textures(fx gimp / photoshop).
If you are completely new to making models this information alone should leave plenty for you to dig into on your own(hint: google/youtube on blender/max/maya), if you do have some experience you should know what to ask.

You are going to have to download a modeling program such as Blender or Maya, in which you can create your 3D models. I would refer to tutorials on YouTube or any other place on the internet where pre-made tutorials about the subject is located.
