Think about it this way, though. We live in a time where robust software tools are more freely available to individuals than in any other time in the history of computing. Not only that, but with digital distribution, we as consumers can rely on smaller, more agile development houses to turn out serious titles that can compete in the marketplace with AAA releases without the aid or financial backing of a major publisher.
Who knows? It may not be some big studio or big budget game - surely the EAs and Activisions and Ubisofts can't afford to take this kind of risk - but I bet in time we will see a small indie developer with the guts to take risks and truly innovate come forward and make a video game that involves some kind of weapons.
