Yes and no. Perhaps they should also make some monsters announcing and some not. But an announcement shouldn't be a roaring like "here I am", rather there should be some strange noises or moves you should preceive.
To implement monsters right is one of the hardest problems developers have to work with.
You also shouldn't see the face of a monster. OK, in Penumbra it was no problem to see the dogs, but when you design a human like monster and see the face, you become familiar with the horror very fast. A monster should be something "unknown" and mysterious. A walking shadow.
And not make jump scares!!! That isn't scary at all and will just make the game funny.
