The topic is very simple: When you focus on a console then the final quality of the PC version will get ripped out by bad porting, less budget priority & less time for polish. An other main reason is that a console isn't as powerful like a PC, so that you will have to reduce texture size, no true AA support, less memory resources and and and... this will make a PC version crappy, because the game will look very equal on each platform, instead to look better on a PC. And there will come new bugs.
The problem is, that most developers chose the wrong way by focus on consoles and then ported back to PC, instead to create a high quality PC game and then port to consoles.
The reason why games like Project C.A.R.S. looking so awesome is because it will be PC primarly and push the resources to the limit. It will even run at 60+ FPS in 4K resolution (3840 x 2160). No console could handle that - even not when we are talking about really big worlds in an RPG.

Yeah, although it may take a shorter time than we expect, as opposed to AMFP because it's not a collaboration, I'm not gonna be expecting it for at least a year.
...but I've jumped on the hype train already, guilty as charged.

I don't think this will be released on current gen consoles, so it shouldn't really be that bad for the PC version at all.

Hmm, they have been working for about 3 years on this game, I wouldn't say that the release date is that far off.

They'll announce next year that the game will be delayed until 2015 because of its 'expanding scope'. :p
