Those files are locked in your Documents, yes, but the saves are as well. I would guess those make a bigger impact. I don't know how it works internally, but I think the log only prints as the game is being shut down, so it'd be weird if it caused constant stutters. The saves are more frequently accessed. It could be a combo though.

Either way, what we do know is that the offline files issue is definitely there.

1) create a local account:

2) launch the game with this user credentials

hold shift+ right click on the game launcher (.exe) and select "run as a different user" then enter your new local user credentials...

and go.

I pin the game shortcut in the task bar for a quicker launch.

note that your save folder is now:
c:\users\your_new_user_account\my documents\my games\soma\etc...
