I'm here from the IRC #ValveARG2-Crypto and we've been working on the 4th RAR for a long time just like you lot. I decided it would be best to share with you our knowledge to see if you can make any headway. So here are some of the theories, I will add more if we come to any.
THE WHOLE PDF FILE HAS A DOUBLE MEANING
This idea is built upon the two Swedish phrases from earlier. Here is a quick run though of what it entails -
There are a lot of things to take care of before we can get started. - We need to tackle something else before facing the RAR.
I will need to clean out the basement - The basement may refer to the strings at the bottom of the page which need to be 'cleared' up.
and prepare for the cabinet - Either refers to the cabinet as the RAR file, or a cabinet as in a ministry, or a collection of people.
Clarice shall be occupied with arranging a dinner party - Clarice, or as an anagram 'A circle', need to be occupied. We are unsure of the ending part. Perhaps this means a Disk Cipher with the string at the bottom
to keep her and the rest of the help from interfering. - Is this us? A very tenuous link.
Also, if executed correctly the party may act as an alibi if the police
should turn up and start asking questions. - Suggests illegal activity, perhaps the 'lifting' of the cabinet???

SENTENCE LENGTH REFERS TO THE STRINGS
IRC noted that the two sentences "Would that even be possible, with all that heavy lifting and rigging?" - is 69 characters, and the next sentence being "Come to think of it, there is one part she would be perfect for." - which is 64 characters.
These are the same length as the strings.
As you can see, we are heading down several streets. Hopefully we can all figure this one out.
