I'm sure it worked for French characters but German should work if the language file is called "extra_german.lang".

Open the file with notepad++ and change the encoding to UTF8/Without BOM

I made a Turkish translation as Turkish has İıŞşÖöÜüÇçĞğ letters. My translation works without a flaw.
