Project C.A.R.S. is a multi-platform game, but primarly focused on PC.
This is the reason for the brillant graphics.
It's in developement since September 2011, and will be released in the end of 2014. The budget is very small (community financed) so it's hard to get a lot of car licenses. But as you can see it's definitely not a conventional racing simulator - there's also a track in snow planned through the alps. Can't imagine how awesome it would be to drive an old Formula-1 car in snow at night.
