It's ok to give a rep if somebody said something that you think is worth a rep. Rep's are given to show that users like the post. If there was rules about when a post is rep-worthy then it wouldn't be rep. It would be an award for doing something that everybody already know how to do.

The reputation system is there to point out community members of importance, people that have helped and produced great content.

Newer members will look up to those with big reputation numbers, however if this number does not infact come from anything related to the forum at all, but from how they post silly things in the oftopic section, it completely ruins the purpose of even having the reputation there in the first place.

So no, I would actually say it's not okay.
