this the laptop card. The desktop card is from 1995, not 3650.
amd supports laptop driver, nvidia is the one who doesn't support most of them and asks you to go to the OEM site. So, amd drivers should work. By the way, what do you mean screen flips? Can you take a pic maybe?

Forget the 1995 part, the laptop is from 09' yes it is an ATI graphics card

Ok, I did a little research with the little info you gave us about your laptop. I went into dell drivers > laptop > studio > 17XX and searched all 4 of those 17 laptops what gpu they have. I found out that 1737 and 1735 have the Radeon 3650.I selected Windows Vista x86 as an operating system. Here are the latest drivers for your system from Dell:

You also said that your laptop is from 2009, so I think you have Dell Studio 1737. Can you at least confirm this?
