Make sure that you have checked the cache integrity for the game in Steam, then delete all the setting files from Documents/Amnesia/ then make sure there is no anti-virus program running that could interfere with the game and try to launch it.

If not working, download new drivers for the graphics card and install them as maybe the drivers are corrupt.
