Update your graphics driver? Keep in mind that Intel HD is not always supported for Amnesia. I've never seen anything like this.

anyway, since you have an Intel card, try this Intel driver update tool: http://www.intel.com/p/en_US/support/detect

Also, it might help to try launching Launcher.exe as administrator and if that doesn't work, try running Amnesia.exe as administrator.
