100% GPU usage does not mean 100% power draw. These tests just burn-in the gpu. Their purpose is heat output and stability.

So if you try a game now, will it close after some minutes or near-instantly? Try it again and if it shuts down then you have to try the 6600GT thing to see if it's really the psu. Otherwise, without being 100% sure, I suggest buying a new power supply.
