I got my ice material by making a ~90% transparent grey image, set the type to translucent in the material (Blend = Alpha), set the normal map to the default water normal map (this was for an icicle though. for a crystal, you might have to tone it down or use another normal map to make it smoother), and added some refraction.

The diffuse texture is a solid blue color--nothing fancy. The cubemap i used is a cubemap shipped with the game: textures/envmaps/water_castlebase_cubemap.dds

Can you be specific to where it is?

I can't seem to open the cubemap in the material editor (I can open it in the bottom right, but the actual material name is still "untitled" so it's not like I really opened it I think. I'm still not exactly sure what it's for.)

Opening up the .dds file in notepad gives a load of encrypted garbage.

Don't see anything in the .mat file. I changed the variables at the bottom to "0", didn't do anything.

In the HPL2 material editor, at the bottom, you'll see WaveSpeed, WaveAmplitude and WaveFreq. Set those to 0. Not having a cubemap isn't much of an issue, but it does add a nice fake reflection to the model which is only really noticeable if the player camera is moving.
