Windows will never prevent you from playing your games ever. You don't own the OS but you can do whatever you want with it, whenever you want. If the rare (almost impossible) internet blackout strikes (or your ISP just fucked you over and you temporarily don't have internet) and you want to make the most of it with a nice evening of Fallout or something then you
can. It doesn't matter if most people have internet most of the time, it makes no sense to aggressively assume that everyone does all of the time if it is completely possible to create an offline mode.
