There's no map called Dev_user00_rainy_hall in The Dark Descent. It's just 00_rainy_hall.

You have modified game files, reinstall the game or do a file integrity check via steam. In case you have wrongly modified .cfg files under Documents\Amnesia, delete them and try again.
