I did indeed go through the troubleshooting guide several times. This happened to me when I first got Amnesia, but I was able to somehow fix the driver and get it working and had no problems with it.

Now it's reverted back and opening the level editor results in a crash. And even after updating using the "have disk" method and trying both 64 and 32-bit updates, I'm at my wit's end.

I have Windows 7 64-bit, Intel HD Graphics. I attached my hpl.log

Follow the Have Disk Method to update your drivers. At the moment they are not updated.

I followed it again, restarted, and still crashing. The weird thing is Amnesia the game still runs. I am able to go through the main game and custom stories no problem.

Could it be possible that perhaps the editor itself is corrupted?

It is a known issue with some unsupported graphics cards running the game perfectly fine but crashing with the editors. Especially Intel HD cards. Sometimes installing older Intel HD drivers can solve editor problems. What I want to say is that most probably the latest Intel drivers have bad OpenGL support once more. Try redownloading the tools and reinstalling the main game but most probably this is due to bad Intel drivers.
