I'll be honest I don't know about how the internal workings of Silent Hill's development cycle has gone over the years, and if talent, or money had a bigger influence in their quality.
My personal theory is that while money did play a factor, the talent of the development team behind it played a much bigger role.
It's too much of a coincidence that the quality of the games corresponded to what studios were making them. Like Silent Hills 1-3 being great, and Silent Hill Origins, and Shattered Memories being "not so bad".
4 I assume was due to Team Silent deciding take chances to experiment with a new formula for the games. They definitely could handle it given their success with the last three games. It's only unfortunate that it didn't really seem to have paid off.
