Reinstall the game.

I did, I reinstalled it 3 times, and verified the cache more than I can count.

Also when I verify the cache it replaces the devil files with older ones.

If the issue is that the game dips to 30 sometimes, this is normal with vSync enabled. A specific event in-game could be "heavier" for your graphics card and temporarily dip below 60 and thus automatically to 30. Try disabling vSync or if you have an Nvidia card check Adaptive vSync at the Nvidia control panel. Adaptive keeps vSync on at 60 frames and disables it when it dips below that. So, if you go to 58fps at some point in won't jump all the way down to 30 (noticeable stutter when that happens) but instead it will disabled vSync momentarily until you are able to play at a stable 60 again.

It's not vsync, the problem is that things that are outlined in the hpl.log are not loading properly even after several installs and cache verification. The 3 devil files you linked are always overwritten when I verify.

The stuff in the log are as they should, they are warnings and errors that have no effect. The 3 devil files are replace is also correct, because we need to publish a new update to Steam with those 3 updated devil files for steam to know they are meant to be there when doing a cache verification.

The fact that you had the problem before and fixed it proves that it has something to do with your computer, either a background program/service or settings in general. As Jens said those errors at the log are "harmless" and do not make the game lag. The issue is not with the game itself but rather with something which is interfering with it.

Well I hate to do this but I'm gonna reinstall Gamebooster and see if that makes a difference. Probably gonna isolate which program is running that's causing these drops.

Well I went ahead and downloaded it, didn't really make a difference. I went to the config file and changed "Engine LimitFPS=true" to false, and I'm not getting any stuttering anymore even with vsync enabled. I need a beer.
