While I don't doubt that there will be probably be a new expansion on the HPL engine in future, I find it hard to see Frictional working on anything specific at the moment. Maybe a few ideas and models and things have been made, but given the work that's been put into SOMA for the past five years, it may be some time before HPL4 engine is even discussed.
Who knows though? Maybe we'll get an expansion titled Golaski.
I don't think HPL 4 will be necessary, just look at HPL 3, it's already greatly advanced by looking at SOMA, and they could do their next project on HPL 3 with no problem

This interview with Thomas from a year ago gives some hints:

The next game will probably use DirectX 12. And I hope they will care their niche and not what the mainstream wants. FG is actually the only developer who makes really high quality games.

But who said it has to be just like Amnesia: TDD and MFP? Why not set it in the XX century, around 1920s, where you take a role of a detective, searching the city of Innsmouth, and connect the story a bit between two previous games. A great story start for a Lovecraft inspired game.
About SOMA, I do agree with you. These robots are a bit distracting. In previus Frictional games, you had that feeling of being alone and no one being able to help you. It was much better than suddenly placing speaking robots around the game. But hey, don't judge it so harshly yet, we'll see when it's out. This is the only thing I'm afraid of for now.
Also, yeah. Kholat - like game, but with suspenseful, pants - shitting horror would be awesone.
