How to recreate this scene?

So I am working on a custom story for SOMA and I was wondering how I make it that it actually looks like i'm underwater like this scene:

Also the water animated GOBO does not seem to work for me.

I already did, but I couldn't figure out how to actually make it look like it's underwater. I get the water plants, fish parts. But other than that, nope..

Then start checking all of the things in the script and level and not just the water plants and fish. Look in the level settings and see if there anything set different than default, try ticking on and off to see effects. Look at lights, particle systems, areas placed around(including script areas), etc. as long as you use your head you have just as great odds at figuring it out as we have, and you might as well get used it if you want to mod SOMA. If find get anything specific you can't get to work correctly, that's when you ask for help.

The biggest thing with these kinds of effects is the details. There are fishes and plants, sure, but there's also bubble particles, lighting effects, sunbeam effects, soundscape areas, fog areas, etc, etc. The list goes on and on. It's just as WALP said, the best thing to do is to open up the level file and just piece your way through it all. (You can destroy compounds as well to see what is inside them.)

One thing I can tell you with about 95% certainty is that there isn't any one button somewhere that says "make this area underwater".
