Both of those tracks have a beat to them if you listen closely enough (actually, the Silent Hill one's seems to become more pronounced over time and leaves something to focus on, making it less scary for me after a while) but neither emphasizes it.  They both instantly show their mood.

Part of what makes a music scary is random beats and organic/ natural sounds. Silent hill uses this a lot and even amnesia (the broken radio like sound when a monster is chasing you for example)

And whenever that music starts to play in the mod, I'll mount a tent there and live there.
 
And I have a suggestion, I know this can be difficult, but whenever we had our sanity low, it would be cool to hear once in a while a very messy music, like playing randomly on a piano but still sounding creppy, if you know what I mean
