It will, eventually. The reason for HL3 not being released yet is because with each Half Life game Valve revolutionized the gaming industry. Half Life 1 came with phenomenal 3D graphics and cranked up FPS games, Half Life 2 was bundled with amazing (as for 2004) physics system, and graphics. Valve simply doesn't have anything new to present in the next Half Life so far, thus, they're not releasing for so long. But with all this VR and Steam machines stuff that's very hot recently, who knows. Personally, I think Half Life 3 will come out when Valve is going to actually have something new, fresh and unique to present.
Source 2 is not far away. HL3 might be released with it, because it will be a new and upgraded Source engine. The previous games have run on, if I remember correctly, Gold-Src and Source (or maybe both were Source). They might've held 3 back so it could be released on the next engine.
