What I said before is true. This is not a problem of the game. It's a problem of steam and your operating system. Maybe corrupted OS files, corrupted steam installation etc. With a quick google search the error you mentioned is OS-related and happens on other programs as well besides steam like for example Kaspersky antivirus which I happen to find via google search. We cannot provide support for Operating System or Steam & OS problems. Instead, search google to find pages like this for example.
