Solved: 8 Years, 9 Months, 4 Weeks ago Low Frame Rate on Better Video Card?

so my specs have changed recently on my pc and now the game runs like crap
My old Specs
Processor: Pentium® Dual Core CPU E6300 @ 2.8 Ghz 2.79 GHz
Memory:4 GB
System Type: 64 bit os
Graphics Card: Nivida Geforce Gt 220
With This Setup the game ran fine, i could play with SSAO on and everything else set to look good
New Specs
Processor: Same
Memory: Same
System Type: Same
Graphics Card: Nivida Geforce GTX 550 ti superclocked +72 mhz
With This setup my game runs below expectations, i didnt modify any settings from my original setup have reinstalled using gamefly due to it mergeing with D2D. the game gives me a OpenGL timeout if i dont disable half of the post processing effects and all that jazz in the graphics options with those on the effect is almost like a frame skip effect which can be really annoying and makes my game unplayable for me, ive done all the default troubleshooting and here is my hpl.log oh and also i can run penumbra just fine, if that helps at all
Spoiler below!

Does done all the troubleshooting include downloading new drivers from nvidia.com, installing them and rebooting the computer?

Can your processor handle a better graphics card?

Often Graphics cards and Processors need to be kinda on the same level to go fine along with eachother. You shouldn't have one being more powerfull than the other.

you consider a Medium framerate of 40 a bad one? It is just fine.

Open your main_settings.cfg file for editing (Documents/Amnesia/Main). Make sure LimitFPS and Vsync are false. Don't expect much of an increase in frame rates. The Geforce GTX 550 ti has power, but i would consider it around a medium to a medium-high end card.
