Huh For Some reason my Amnesia: TDD is EXTREMELY slow when I into the Winecellar. Here is all the info needed. Alsi, It's on Steam

Perform a file integrity check via Steam. A guide will show you how to do so here

Also, update your graphics drivers using the have disk method

Also, you are gaming with an Intel HD card. Your graphics setting must be set to low in order to be able to play it without lags.

Set "SSAO Samples" to 4, disable AA and reduce shadow quality.

Those 'Intel Core i' processors are actually the best.
The problem is, he just use Intel's integrated graphics, what is slower than real graphic cards, but for an integrated chip, it is really fast though.
The Intel HD 4000 integrated graphics are as fast as a GeForce 8800. That's really fast for such a small chip.

But for gaming a real graphics card is recommended.
A GeForce GTX 660 Ti should be a good choice.

That's very wrong, it's not true at all. The 8800 is a beast compared to any integrated solutions (just way more horsepower and 64 vs 512MB GDDRx RAM).
