Maybe you could tone down the white fog and particle systems (make it a colour that matches the surroundings and lower the alpha a bit if you can); it's messing with the contrast c: Other than that, a little bit of detail (dirty patches, puddles, moths at the lamps, billboards streaming from the lights, etc) are going to make the map just that much more interesting :D

I've been constantly removing those particles and changing color, i haven't still find the most appealing setting. Maybe make them a little more grayish or something. And those moths, good idea.
