That's probably deph of field. Most of the games use that to to separate what's close and what's far from you by blurring the screen space you're not focusing on to add more deph to the scene. Don't think HPL2 have this feature so maybe it's new in HPL3
Anyway, the screenshot looks amazing, and reminds me too a bit of Dead Space which is awesome. Also, don't know if I'm the only one that thinks like this but that guy with the tentacles looks dead, like a statue.
