I think it's just a difficult decision to him. Whether he makes choice, he will have to agree with fact that certain groups of people will have problems with it. If he disagrees, LGBT people and their supporters will feel harm towards him, but at the same time if he agrees he's gotta deal with groups of people such as conservatists or extremely religious people that will start whining about it "marriage is a relationship between a man and woman" - yes this is true, though our times seem to have changed the definition of marriage.
